Fourth dimension Portal Balancing

I’ve noticed many posts in this section say some fourth dimension should be added, and be added as an end game dimension, but they do not account for the possibility of getting there under prepared by going before accessing the end or even the nether. This being said, for balancing issues if you do add a fourth dimension (which honestly should be postponed until the nether is revamped), a sensible measure would be to require an object from the end city to make the portal frame. This would make it fairly easy to access after the defeat of the ender dragon but impossible before that point.

    My idea was a portal made from nether brick, end stone, and dirt. Thus, a portal made from a part of each dimension.
