Change to Mending enchantment

Lets say you are mining some coal with a pickaxe that has mending, when you top off that pickaxe and get it to full durability, it remaining exp will either go into your armour if it has Mending, or into your levels. Well, it would be nice if that exp would instead go to other tools in your inventory that have mending, as it is hard to repair shovels,axes, and silk touch pickaxes as there are really no good ways to quickly repair them with Mending.
