'Streamline' Enchantment

Hi, thanks for viewing my post. I'd like to suggest an enchantment added to a bow called 'Streamline.' This enchantment would, in theory, increase the distance and power an arrow delivers in water. It can also be cumulative in the sense that it can have enchantment levels I, II, III, IV, V, so on and so forth, increasing the distance and arrows travel. 

This seems fine to me, but for people who think it may be too overpowered, might I suggest the enchantment be added to the arrows directly such as arrows of harming, there can be 'arrows of streamline'.
