Just like the player, all animals and villagers will have a hunger meter
The hunger meter will determinate if the NPC should become more hostile or weak.
Let me take a zombie for example; the zombies will become more powerful and somewhat faster from hunger
Then eventually the zombie will die out of hunger.
Now with pets; the cat; will get weaker and weaker until it eventually dies out of hunger
The wolf; just like the cat the wolf will get weaker and weaker but it will eventually start attacking the player until it eventually dies.
Now onto villages; (this gets a bit more complicated) if you steal crops from a village (once) the villagers don't care. When you steal from a village second time. If there is a iron golem available it will attack on the player (if the player has not defeated a raid yet) ; if you steal from the village a third time; the villagers will lose trust with you if you have defeated a raid. (If you have not defeated a raid yet. they will also unleash iron golem if available) if you steal from a villager fourth time (and get caught) villagers will trykill you like if you were a pillager or something. (If you don't get caught nothing happens.)
(The amount of food that you steal every time will affect their will increase the damage it's inflicted onto the player when caught. But also they become more weak and easy to kill)
