The game should have a way to detect if Elder Guardians are in a monument or not. How the game should do this, I have no idea, that is up to the devs. Maybe testing whether or not they are in an Ocean Monument chunk? Or if there are 8 Gold Blocks nearby within a certain radius? Or if they are just simply in a Monument-spawning-capable chunk?
That way if an elder guardian is placed in an aquarium by a player somehow, it will not give mining fatigue if near them.
If attacked, though, and they are still outside a Monument, then they will give Mining Fatigue to the player.
The main reason this should be implemented is for players making high-effort aquariums. Elder Guardians currently give mining fatigue no matter what, so if they are somehow lured into an aquarium in Survival mode (or spawned in Creative Mode and then the player switches to Survival) they give Mining Fatigue to the player, which is very very annoying. So, by only giving a Survival/Adventure mode player Mining Fatigue if the Elder Guardian is present in a Monument, then this issue will be eliminated, and player zoos/aquariums that feature the Elder Guardian will be WAY less annoying and players will not get mining fatigue. But if the mob is attacked, then it will give that player Mining Fatigue.
