Campfires unlit if waterlogged or with thown splash water bottles, why not do it in torches?

Let me clarify I am not proposing for torches burning out. What I am proposing is a blockstate for torches to be unlit. This will not affect any gameplay or bother players relitting the torches over and over again. This torch blockstate can be use as a marker for unexplored cave system. Also if you are in abandoned mineshaft if torches there are unlit, mobs will be able to spawn and you'll know if you have explored it or not. You'll have lower chance of getting lost.
Think of the redstone torch, it remains powered unless a player decides to unpower it.
It is the same as this. Torches will remain lit unless splashed with water by the players.
If the devs would implement this then maybe implement it in lanterns also.
Ps. If this will be implemented, datapack makers can do a workaround for torches that burns out. Both the pro-burnout and anti-burnout will be happy.
