Right now you can only really change play movement with effects, and it is very hard to apply effects depending on the player's movement status (standing, walking, sneaking, swimming, crawling). Especially crawling as there is no stat for that right now.
Datapacks should have the ability to edit attributes of those movement methods individually (primarily speed) without having to deal with potion effects' other attributes (i.e. slowness's and speed's FOV change).
For example, if you preferred the crawl speed in 1.13 and think 1.14's is too slow, you could make a datapack to at least speed up crawling without having to deal with the speed effect and FOV effect.
