The basic idea: You could craft a cockpit block. I don't know what would be the perfect basic recipie for it, but thats the details.. :)
The main thing is this: you could sit in this block, and pilot it around the world. Based on how you craft it it could be a "ground", an "air", or a "water" cockpit.
But it isn't just this, the best part is that you could attach blocks to it! So e.g.: you could build an entire huge wooden ship around this cockpit block, and if you sit in the cockpit and start to "drive" the thing you built, it would move in the ocean!
It is just a basic idea, it needs much more details e.g.: Based on the number of attached blocks, the turning speed could decrease, so a vehicle which is made of 10 blocks could turn much faster than a vehicle made out of 100 blocks.

You would have to attach at least one steam engine block to your vehicle, and depending on how many engines you add, the faster your vehicle could move. Of course, there should be a speed limit. Because it's a steam engine, not anything too modern thing, i think it would fit the world of minecraft.
Steam engine recipie example:
3xIron ingots
3xPistons
3xIron ingots
If you right click the steam engine, you would need to add some water buckets and Coal/Lava etc... as burning materials to run the engine.
Maybe the engines could break over time, so you have to repair/replace them sometimes.
The vehicle's size should impact the engine performance, so if you build a 100-block ship, and add only 1 engine to it, it would go much slower than a 10-block ship also with 1 engine. So for larger vehicles, you would need more engines.
+1 Idea for engines: Maybe there could be an alternative, redstone-block powered version of this block.
