Minecraft has a lot of blocks, but what if they had more? Why do we need them? Please don't just add lists of things - these will be marked as spam and removed! Also, no furniture, guns, or vertical/"sideways"/"upright"/"standing" slabs (yes, we see you).

    I really like this idea! I was going to suggest they put packed ice under the topsoil in a tundra biome, but I like your idea of a permafrost block much more :)

    And perhaps saplings cannot grow if there is permafrost within (x) metres of the surface

    I really like the idea of a permafrost too, however as we have powder snow now, we already have a cold block causing damage. Therefore I would suggest simply creating it as a own block with unique features (the permafrost dirt) or even as block state which could be "permafrost: true/false". All in all it should be a kind of dirt which is hard like stone (hardness of 1.5) and is being generated in snowy and mountain biomes instead of normal dirt.
