Kelp Patties in the Ocean/Deep Ocean biome

To differentiate normal oceans, a new block, Kelp Patties (Block of kelp) should be added. This is crafted with 9 kelp.

Kelp Patties are golden-ish green. They generate in clumps at the surface of ocean biomes. This will make Ocean biomes more like a California kelp forest.

Kelp in this biome should also be a more golden-green color.

    It could only generate in a Kelp forest biome, or it might generate when a kelp plant that has reached the surface grows further...
