Add Custom Blur to Head Items

The Carved Pumpkin has a blur that blocks out the majority of your vision. When we get access to custom items and recipes, it might be nice if we could add our own custom blurs to head wear. For example, make a space helmet that looks like you're wearing a glass block.

    Would like to see this work similar to CustomModelData so that one item being worn can give multiple blur effects. Would help people make custom HUD's ingame instead of using custom fonts which is limited in picture size and placement.
