In reality, you wouldn't be able to stand on 'blocks' / piles of leaves.
They obviously don't have the structural strength to support the weight of a person.
Therefor, I don't think players should be able to stand on leaf blocks.
The player should be able to walk through leaf blocks as though they're air blocks (perhaps they'd slow you down a bit, but that's all).
So players wouldn't be able to walk across the canopy of forests.
But they would be able to slow down a falling player/entity, so they don't die on impact with the ground (like water does).
And since you'd be able to walk through them, it would make walking through forests a lot easier, because you wouldn't keep bumping into leaf blocks.
You'd also be able to hide the entrance to your base by placing leaf blocks in front of it.
