the figurehead, helm, and rudder have yet to be classified as Craftable or loot exlusive they are used to turn custom ships into real useable ships though its really hard to describe and by that I mean its really long so sit tight the figurehead will look like anything you want but it must consume a build to take that form let me explain the figurehead must look like what it consumes you must build a structure that you want the ship to have at the front. the figure head can consume a total of 124 max it can consume any and all blocks exept
air and water it must have an actual block connected to the others the moment there are no blocks that connect to anything else it will consider the build over and that is the intended end. once the figurehead consumes the build you lose all blocks used to do so even breaking the figurehead will not bring back the items plus you need a silk touch pic axe (obviously) in order to break and get the figure head though the design for the figure head will remain the same but can be reset by drinking milk with it in your off hand

but you still will not regain the blocks used to make it prior so make sure you have the design planned ahead
it must be placed on top of the build in order to consume it. the build must be at least 1 block off the ground with nothing connecting it to the ground you can place the figurehead anywhere on the build it will not affect the outcome. once a design is set place it on the intended ship ( the front to be specific )
now to talk about the rudder... the rudder must be placed on the back that is all.
the figure head will scan the intended ship to see if it meets the qualifications the ship can be as big as you want but it will count any and all blocks as part of the ship until it reaches the rudder which tells it that's the end of the ship it will not count air or water as a part of the ship but it MUST be built on water it CANNOT AND WILL NOT work on land it must be on the water unlike the boat it wont work on land but it can have as many mobs as you want and as many chest as you want so as much storage as you want the helm work like the saddle you need it to go where you want only the ship wont move on its on without it nor is it limited in where you could place it you could place it anywhere you please and it will work to steer the ship you cannot have a functional ship without all 3 I had to write this 2 times cause I accidentally exit out and went to another page this is the end please vote
