On hard mode, monsters should be able to Sprint after the player.
No overworld monster other than the phantom is able to keep up with the player, because the player can Sprint and monsters cannot.
This makes Minecraft monsters extremely easy to deal with. If you are being attacked by monsters at night or in a cave, all you need to do to is Sprint away. So long as you have food, you will never be vulnerable at night. Sure, a skeleton may be able to land an arrow once in a while, but the player will be able to Sprint out of their range very quickly.
Even on hard mode, it is not remotely challenging to move through the overworld at night. I think this needs to change. I think that (at least on hard mode) Monsters should have the ability to Sprint at least as fast as the player. That way the player will be forced to confront the monsters instead of just running away.
To see the negative effect sprinting has had on the difficulty of the game, load up a beta version of Minecraft without sprinting. See how hard it is to deal with monsters at night when you cannot Sprint. The ability to run away from any and all monsters makes the distinction between easy, normal, and hard difficulty practically pointless. If the monsters never hit you in the first place, it doesn't matter how much stronger they are on Hard vs. Easy
