Smarter Village Path Generation

While villages recieved a huge and amazing overhaul in 1.14 JE/ 1.11 BE, the structures are still missing several key things. Among others, village path generation should be improved. The ability to path over caves or ravines (or completely covering them) should be added to ensure that these natural generations do not make village life more difficult. In addition, stairways or slanting paths from sudden elevations should also be added, so that sudden drop offs on paths do not occur.

    To be honest, this should be an urgent fix before the 2nd part of the Caves and Cliffs update as Villages look broken whenever it generates over those features.
