Currently difficulty level applies not only to monster behavior but to all other aspects. Mostly, this works fine, but many players are disappointed that Peaceful mode turns off hunger as well as monsters, because that means there's no way to remove combat elements to focus on survival.
I think a good solution would be to add a hunger difficulty separate from monster difficulty. That would not only let people play a more 'realistic' game of surviving in the wild without monsters, it would let each player choose their focus - Peaceful monsters but Normal hunger, Easy monsters but Hard hunger, Hard monsters but Easy hunger, etc. would all be unique experiences that people would be happy to be able to customize. There could also be a "default" option for hunger where it's scaled along with monster difficulty, like it is now.
And, separate from the difficulty scales, a "legacy" hunger toggle: given the recent changes to how hunger works, some people (including me) will want to be able to go back to the way it was before, where starvation has a big impact on hunger, not just damage, thus making farming matter more.
