A command that detects the direction in which a player / mob is looking. This could be used for Slender minigames or horror maps to make it so creatures cannot spawn when a player is looking in their general direction. Examples of other games that do this is SCP Containment Breach with players being required to look at SCP-173 to prevent him from moving or Left for Dead with the players spawning in as zombies, but being denied when too close or in view of an opposing player.
I am unsure if this would be better implemented as a command or some other means, however a method to detect this would help with game and map designs in the aspect of horror or strait fairness.
Hope others can add onto this, especially those who are more skilled in 1.13 command blocks than I am. Feel free to add upon or change the idea in hopes of improving the idea as a whole.
