So, in a recent change, villagers will retain their trades if they are converted into zombies and cured again. However, on lower difficulties, villagers have a strong chance to simply die without leaving behind their zombie self for you to change them back. On hard mode, you are always guaranteed a zombie villager.
Now, I play on a hard mode world in 1.13.2, and I use this mechanic to purposefully infect villagers, so I can get different trades of the same profession group. On harder difficulties, you are more likely to properly protect villagers that have desirable trades anyway, because people who play on hard mode typically understand the game better. So I find that the villager keeping their trades doesn't make sense gameplay wise if you're just going to keep it so that villagers can just die outright at lower difficulties. It's ironic that it's harder to keep villagers alive on lower difficulties. I mean, sure there are more zombies on hardmode, but at least there's a chance to save every one of them.
My suggestion is that, on lower difficulties, zombie villagers always spawn from villagers dying to zombies, and have the ones that would've just died to be more docile (neutral to players, less likely to attack fellow villagers).
