(Java Parity) Frame rate adjustment

Just like in Java edition, Bedrock should also have the ability to adjust FPS in Settings (minimum of 24 FPS, max of 240 FPS)

I've been posting a lot of messages similar to these, and while I'm sure no one will read this, I want to tell y'all this anyway. Minecraft: Pocket Edition had a feature called "Limit fps", it was an "experimental" setting, and was hidden in an update, you can still get this setting back with a resource pack, I can't give you the link, but it's called "secret settings"
