Fletcher's arrow

There should be a arrow only that can be found in fletcher's chest or sold my a merchant or a fletcher villager. These arrow go 2x faster then normal arrows, and can only work on a bow. The arrow will have a feather on it and the tip will be grayer than normal. But the arrow can also make the mob or player they shoot at have a 50/50 chance of getting speed of 15 secs to 30 secs.
