(Java Parity) Add option for 2D clouds in Bedrock

There should be an option for 2D Clouds in Bedrock like there is in Java.

    Isn't the 'Fancy Clouds' option supposed to toggle between 2D and 3D clouds?

    I am in support of this. Since I want to have clouds, even if they're 2D since I'm on weaker hardware but still want clouds.

    This alredy is in the game. Just toogle the option 'Fancy clouds' in the video settings.

    For the people saying that you can just turn off fancy clouds, that is not an option in bedrock edition, and this is a page about Bedrock Edition.
