Haste and Throwing

When you have the Haste effect on you, you gain the ability to mine really fast. What if that speed could also have an effect with the players throwing function? If the player is given the Haste effect they will be able to throw items like Snowball more faster and with the throwing cooldown with Ender Pearls it could be decreased each level.
