I don't think this needs to even be a biome, if it was a natural event that had a medium chance of triggering once every day it could be interesting. There could even be unique mobs that spawn while the ash storm is on. Sounds cool!

Would be a great addition to the nether update, like a nether version of the snow biomes.

Instead of a biome, it could also replace the top Bedrock layer of the Nether allowing the player to get to the top half of the nether without heating. This would be very useful for red-stoners, and for transportation. To make sure this is not overpowered, it would have to be hard to mine.

I was about the post the same thing, then I saw this, and I was like,

"Yeeaah, now that's what I'm talkin' about."

I say this is a wonderful idea,

    And, Heck,

Maybe we can create a Nether version of snowmen, that die in cold environments.

    Anyone else agree...?

That sounds like a good idea, I think it would look like this... plus I think you should also be able to get ashes to use in fertilizer barrels or to throw like snowballs~

This would be a great addition to Minecraft, and maybe (if the biome/condition is not too common) the ashes could be crafted into wither potions or something.

It would look like gravel or sand but darker, and its item would look like darker gunpowder.

What about an event to go with it called "Ashfall"?
Ash will start falling more heavily  and getting deposited like snow in the Basalt Deltas and Soul Sand Valley Biomes and you would be able to pick it up like snow and get Ash piles, which you could use to craft blocks of ash which would behave like sand, and with which you could use in place of sand to make glass.

I was going to do a post similar to this but in mine I was going to say that a falling ash weather event could work in either the nether or a volcano biome if volcano's get added.

And for uses ash block can be crafted with dirt block to produce fertilized soil block, which will permanently make process of growing plants and crops faster without use of bonemeal since ash is good fertilizers in real world.
Giving it properties of gravity like sand and sinking like powder snow will useful to make it good trap block.

In my opinion, the ash layer could appear in the basalt deltas.
