"Irrigation" enchantment for hoes

This enchantment should be added in because hoes need a base set of exclusive enchantments. As the title name suggests, the Irrigation enchantment will automatically dampen the soil it tills, provided there is a proper water source set up in the usual fashion. this basically eliminates the waiting time for the player when he waits for the soil to dampen
