Custom Particle Command

I believe the particle command has a large issue for anyone using mobile or console since we can't create our own files from them. I think it'd be okay to keep that style for PC users, but make a second command like /particle custom: and just add in all the particles already in the game to a list like /summon uses. It'd be really useful when making anything on console that would look better with particles. Otherwise, we're limited without access to a computer.
