/WeaponDamage [Weapon Name] [DamageNumber]

Change the amount of damage a weapon type dose! For example, I have a bad wooden sword. I use the command, (/weapondamage wooden_sword 100) then I have an awesome sword that does 100 damage!

There's already AttributeModifiers NBT data that can do that.
