Minecraft has a lot of blocks, but what if they had more? Why do we need them? Please don't just add lists of things - these will be marked as spam and removed! Also, no furniture, guns, or vertical/"sideways"/"upright"/"standing" slabs (yes, we see you).

    Lightning Charges are a fantastic idea.
    Instead of lightning strikes though, I think dealing lightning damage (and affecting mobs as if being struck by lightning) would be the simplest way to go about it.
    Rather than crafting a Storm in a bottle, brewing one would make more sense. It shouldn't alter the weather as that is too much power for a player to have. It should simply be like an instant harm potion, except any type of mob takes damage and is affected by lightning.

    Using lightning charges to craft lightning arrows would also be cool (and could be unique to the fletching table)

    This almost exactly an idea I had, only I was thinking more of a lightning in a  bottle where you use a bottle on a charged creeper to get it, and it has all the same applications and like the brewing idea in the other comment instead of using it to make just one type of potion it makes a new type like dragons breath makes lingering or gunpowder makes splash potions, only it spreads the effect of the potion from one mob to another, starting strongest at the epicenter and getting weaker as it spreads farther away. If you drink it in its purest form like a potion it will "charge" you giving you slight  speed, regen, high jumping, strength, and a knock back boost but only for a short amount of time. It wouldn't restore any hunger.
