A Lightning Charge would be dropped from a Charged Creeper when it is killed. Right click the ground with a Lightning Charge to cause lightning to strike wherever you clicked (if you don't have access to the sky the Lightning Charge will still be used, but nothing would happen). Lightning Charges can also be fired from a Dispenser to create lightning strikes at a distance (would also not do anything if you don't have access to the sky). You can combine a Water Bottle and 8 Lightning Charges in a crafting table to make a Storm in a Bottle. A Storm in a Bottle would be able to be thrown and when it hits a block (or a mob) several lightning bolts would shoot into the sky (damaging the mob if you threw it at a mob) and the weather would change to a thunderstorm. If you use a Storm in a Bottle without access to the sky electricity would shoot off in every direction causing a sort of lightning explosion that would be twice the size of a Charged Creeper explosion, but it would not destroy blocks.
