Heart of the Sea / Treasure Chest / Sunken Ships

It strikes me that none of these sunken ships went down with their treasure chest (containing the Heart of the Sea). Why not?

I think it would be cool that on occasion you should find the Heart of the Sea on the sunken ship in a chest. I think maybe a small number of buried treasue chests should have already been looted and you are left with weak loot. (i.e. Rotten Flesh)

Maybe they tried to bury treasure but it fell overboard and is resting at the bottom of the sea and there is no map but the Treasure chest is now findable with in 100 blocks of the sunken ship that has no map.
