The Wither Battle-Axe

The Wither Battle-Axe would be a special weapon from the Nether. They would be wielded by 5% of Wither Skeletons, and have an 8% Chance of dropping it without Looting.

This would be a special weapon. Use the "Use" Button to charge it up, and you will spin around, doing maximum damage to all mobs around you. This would do 11 DMP (5 and a half Hearts) and inflict a Wither 1 Effect on attack. However, this weapon has a 25% chance of affecting you with Wither 1 for 5 seconds, and have a longer Cool-Down Time than an Axe.

I want this idea to be added not only to add to the weapon arsenal in Minecraft, but because I believe that each dimension needs its own "Thing". For Example the Overworld has the Diamond Sword, Trident, and Villages, The Nether has the Fortresses, the Wither, and overall Hell-Theme, and the End has the Dragon, End Cities and Ships, and Elytra.
