I fail to see a valid reason for having mobs spawn at light level 7 or less instead of 0. Anywhere where the player has not placed light sources, light level will basically be 0 at night (or always in caves) and allow for mobs to spawn. The only consequence of having it be < 8 is forcing the player to spam torches all over their bases, 5 blocks apart or less, totally ruining the aesthetics. It unpractical to put light sources in the ceiling or on walls because by the time the light hits the floor it's already reduced several levels. Having mobs spawn only at light level 0 would not change the fact that mobs will spawn in any area the player did not light up but it would make lighting up (mob proofing) your base a whole lot nicer, better aesthetics and you wouldn't need to turn on the debug menu, walk across every block of your base just to make sure you don't have any single block where the light level might be 7 or less.
