Stonecutter animation

I think that the stonecutter should only be animated when in use or powered by redstone. I want it to be static at times when I’m not using it.

    The lever should be able to turn off the cutter animations.

    However, it should always be enabled initially.

    This would also allow it to be enabled to cause damage (only when powered) so it would have more uses.
