Language packs work similarly to resource packs.
You can download them as a single item/block, but also as clusters of items/blocks.
If you have activated the language pack it will rename the item you have selected in the file, so even if you went into the search tab you will find it as the renamed item, just like when selecting a language regularly, except with only a select amount of items. It is possible to have a font change, so it will work in a different language, or with a custom font.
It should also be possible to rename just one item similar to what you do in the /give command: /give @p minecraft:Sponge{display:{Name:"{\"text\":\"Spongebob\",\"italic\":false}"}} 1. This makes the Sponge be called Spongebob, but you wouldn't notice it was renamed because it's not in italic. However, this then goes for only that item which you've given yourself.
What if there was a command that goes something like this:
/language @p (The item which @p is holding, same as the /enchant command) <name of the language pack>. this way it is possible to rename items with a custom font for exclusively the item which @p is holding.
