(Java Parity) Remove barrier below void

In Bedrock Edition, there is a random invisible solid barrier around Y=-40. This breaks parity with Java Edition for seemingly no reason. Please remove this barrier.

    i like the barrier so i don't have to take 999999 hours flying up when i go to low

    The void is supposed to kill you even in creative mode, so you would die rather than falling forever.
