A phantom membrane block acts like sand/gravel/anvils, but falls 50% slower.
If it lands in water it will float, but if a heavy mob/entity like an anvil, iron golem, large slime/magma cube, or illager beast walks on it, it will sink until the mob/entity gets off of it. If an entity falls from a 4+ block height onto a phantom membrane block that is in water that is at least 2 blocks deep it will sink and then float up and launch the entity a max height of two blocks, causing no damage to the entity in the process.
If you place a phantom block under water if will float back up gaining speed and will launch any entities that are on top of it a max height of two blocks unless it is a heavy mob/entity, in which case it will just sit below the mob/entity.
If placed on the ground it will act like a hay bale and reduce fall damage by 80%.
Standing on a phantom membrane block that is floating up is much faster than swimming up. If a sand/gravel block lands on it while it is floating up both the sand/gravel and phantom membrane block will stop at the point of contact.
Phantom membrane blocks can be waterlogged.
