Conduit power is amazing. It opened up the previously unreachable part of the world a stable place to survive and thrive. The ocean is not a post apocalypric mess of gravel and squid anymore, and people can build there with nearly everything they can use... except light.
The problem with infinite night vision
Yes, conduit power makes the underwater too bright. Although the 1.13 trailer taken with the night vision efect on looked awesome, sometimes the gloomy depths of the ocean looks more omenous and enjoyable. It is impossible for players to "play with lightning." In my opinion, the bubbly magma ocean ravine especially looks better without the night vision.
Dealing with mobs is also problematic with the underwater vision. Many people have been threatened by drowneds regardless of the ingame time, but lighting up the ocean floor is impossible when everything is bright. Also, the abrupt change in brighness when going from a conduit powered underwater ravine or cave to a dry cavern can panic some people who forgot to bring light sources because of the fake light, making them vulnerable to mobs.
However, I'd love to see see the night ision part an option, not completely removing the aspect. I personally like the coral reef better with the night vision. Although sea pickles exist, they can't provide enough light for the vibrant colors of the corals to pop. A sudden loss of light can alert players to go back into the range of the conduit or get out of the water.
The change to conduit power
Conduit power is a combination of water breathing, haste, and night vision, so let's take out the night vision part and make another effect, the Aquatic Vision. This is just like the old conduit vision, which doesn't work out of the water. The only difference is that when it is night time or if there are blocks above the water, the light level can decrease up to 50%, making it possible to track the time when living underwater. Drinking an additional night vision potion will negate this effect.
How to toggle aquatic vision
Since conduits already use prismarine to function, let's prismarine a way to toggle the aquatic vision. When activating a conduit, aquatic vision is given by default, but right clicking the conduit block with a prismarine shard will turn off the aquatic vision. Right clicking it again with a prismarine crystal will activate the aquatic vision.
possible alternate solution
Instead of aquatic vision, changing the interaction between sky light and water could work too. Instead of light decreasing 1 level every block, skylight should decrease 1 level every 2 water blocks, allowing more light to deeper areas. This would make deep oceans and ravines darker than regular oceans.
TL;DR
Conduit power makes everything too bright, and this night vision should be moved out into a toggleable secondary effect, aquatic vision, which can react differently to time and blocks above the water. Or, making the skylight reach deeper parts of the ocean could also work.
