Basically what this means is that depending on what is inside of a village house will determine what the structure is for.
Heres an example: A house has a fletching table inside therefore this building will be considered a fletchers workplace. Fletchers will meet here to work each day.
This feature would be extremely useful when creating a village from the ground up or expanding a preexisting one
This may also be used for creating outdoor locations, such as a meeting point. Bells can be placed anywhere in a village and in maybe a 10 block radius that will be considered a meeting point.
Beds placed inside of these buildings will count the structures as homes. Villagers will breed according to the number of beds (This doesn't mean they use the beds to sleep on they could just be on a ratio of for every 1 bed 1.5 villagers can live there).
The only problem I could see with this is having to rework what counts as a house. But you are hopefully reworking villagers entirely, so why not.
