[Bedrock Parity] Bone meal and small flowers

In the Bedrock Edition, when bone meal is applied to a one-block-tall flower, then more flowers will be spawned on the surrounding grass blocks, but with no tall grass. This is different from using bone meal on the grass blocks directly, as tall grass is indeed generated here.

In the interests of feature parity, I request that the behaviour resulting from bone meal being used on a single flower be ported to the Java Edition.
