Enchanter Block

I propose a new block, The enchanter. This enchanter, crafted with a Enchanting table, lectern, two anvils and any enchantment book, would essentially, re-use enchantment book. This enchanter acts like an enchantment table, meaning you can craft enchantment books but in addition, it is also a bit like an anvil. Meaning that if you place a tool in and an enchantment book, it enchants the tool but leaves the book. I think that would make an amazing addition to the game and because of the extremely pricy recipe, I think it wouldn't really be over powered.
