If doors define the foundation fo a village, the number of villagers would define their wealth. The abundance of population, both in real life and in Minecraft, implies that the society is thriving with enough food supplies, active workers, and strong protection. This wealth is what pillagers are looking for. They are basically armed robbers who is trying to loot the village as much as possible, even killing the villagers to prevent them from preparing a revenge. If the village is poor, there is no need for the pillagers to waste their axes and arrows and get a few loaves of bread in return. This is why pillager petrols should only spawn near villages with 15+ villagers.
However, because most naturally genearated villages do not have that much villagers, pillagers won't spawn naturally by default. So how do you find a pillager in your world? This is when the player's contribution to the village itself kicks in. According to a video about the lore of villages by Youtuber IBXToycat, the player is the one who expands and transforms the village from its default small and ugly state to a big town with beautiful buildings. This signifies the growth of the village and the wealth that it has, which will definitely trigger some nomadic villains to plan a pillage. This pillager spawning mechanism is a better and controlled way that makes way more sense than the current system of randomly spawning pillagers and vindicators as if they are passive mobs.
But what if the player doesn't want to build their base in the village? What if they want to just cram the villagers in a breeder and pump baby villagers out infinitely? If they don't transport the babies out to a different location, these villagers will also count as the inhabitants of the village, which will increase the pillager spawnrate. If there are more than 30 villagers, even evokers would spawn, using vexes to potentially destroy the core of the breeder.
