Yet another idea of mine that's targeted more towards the builders. Basically, it's just what it sounds like - colored concrete blocks that glow in the dark. Keep in mind that they don't emit light. Surfaces of luminescent concrete blocks that touch blocks with light levels of 11+ appear as their non-luminescent equivalent. If the adjacent block has a light level of 10 or less, then the luminescent concrete's surface that's touching it gets an emissive (aka more dominant layer that isn't affected by light) texture which is the exact same texture as the normal one, but has a bit of a higher value in HSV. To make the transition to glowing smoother, the opacity increases the lower the adjacent block's light level is. For example, at adjacent block light level 10, the luminescent concrete's emissive surface is only 9% visible. At 9, it's 18% visible, etc. The opacity increases by 9% every time, except for 0 - at adjacent block light level 0, said emissive texture is at 100% opacity, not 99%.
A suitable crafting recipe for these blocks would be a single concrete block of the chosen color in the middle, surrounded by either 4 or 8 units of glowstone dust. 4 seems better because it makes it both cheaper to manufacture in large quantities, as well as making more sense because luminescent concrete doesn't emit light.
Conclusion: This addition would be very good for builders. It'd also be quite fun to use to leave secret messages when used with normal colored concrete - "who knew that to see more, we had to turn off the lights?"
Also, note that emissive textures are long overdue*. Having emissive texture support would be better than having just the spider/enderman/enderdragon eyes hardcoded.
*Referring to Java Edition, as Bedrock Edition already has emissive texture support.
