Generation:
Loose snow would naturally generate at snow height in all variants of the mountains biome (formerly extreme hills). During snowfall, unlike normal snow layers it will generate on full and non full blocks (stairs, slabs and fences.)
Properties:
Upon landing it will essentially “snowlog” any non full block underneath it hiding the top side of the non full block from view.
If disturbed by noise, snowfall, a creature walking over it or a tool striking it, it will cascade into the nearest loose snow block that is below it, disturbing the other loose snow block and creating an avalanche that will damage any mob or entity in its way as long as it is “avalanching”. Dangerous!
If mojang were ever to add skis though perhaps they could be used as a safe way to walk over areas with a lot of loose snow (like mountains).
Appearance:
It has the texture of snow but it’s shape and block size is the same as water or lava with the difference that it does not spread. Once disturbed however it will generate thick snowy particles around it as it cascades into the block below. If there is any loose snow or snow layers 1 block next to and 1 block above or below it, the block will change shape and slope down or up to said snow layer or loose snow block, much like how water does when going downhill.
