At the moment slowness potion effect is almost entirely useless when it comes to players due to sprint-jumping which isn't affected by slowness for some reason. Just like blindness does, slowness should disable the abillity to sprint. In 1.13 it became even more of an issue with implementation of the turtle potion, whitch supposed be balanced with slowness, but in reality just makes the user almost invincible with no drawbacks (except for FOV distortion (if you're not using OptiFine)). Disabling sprint will fix this problem as well as make slowness useful in pvp.
