Add /ability Command to Java Edition and improve it

I think the /ability command would be great to have in JE too.

This would make it easier for Java Players to create minigames where the player can fly and stuff. Also, the command can't be used for too much as it stands, so if it could be reworked, refined and have more parameters it would be very useful.
