biomes_sky_client.json To Resource Packs

Add a biomes_sky client.json file to resource packs so we can change the color of the sky for each
Minecraft Biome individually, so we mc creators can deliver a truly creative experience to all
Minecraft Players alike.

    This is a feature in Optifine, and it's widely appreciated.
    I too think it would be a wonderful inclusion into the Vanilla Resource Packs.
