    They should take damage when exposed to high light levels, to ensure that they stay either deep down in the ocean, or in water-filled caves.  Also, if they are exposed to any level of light, they should attempt to swim downwards.  (Also, they should drop glowstone)

    Yes, one glowstone and one raw angler. The angler could be eaten to give 6 (raw) or 10 (cooked) hunger points / food points to the player.

    They should only become hostile if the player gets too close to them.

    Love this idea, but for me the should generate Deep in the water caves.

    With the new caves and cliffs update, oceans might get deeper so at the bottom or in caves this would fit perfectly.

    Maybe the angler fish could drop its head as an item when defeated. This item would be equipped in the helmet slot and would act as dynamic lighting. Not only could you explore a cave without needing torches, but you could also see underwater easier since you don't have to place light sources in order to see. The angler fish head could probably have as much protection as a leather helmet considering both items are made of skin and would need to be recharged with glowstone to keep the item`s durability up.
