I don’t think it should be controlled by the player.  Fish should just breed randomly with each other.  In order to breed to specific fish, you would have to contain them separate from any other fish.

Salmon would need a kind of waterfall to swim up to breed.

The first step to breeding fish should be to get Plankton Water, which you would have a 25% chance of getting if you fill your bucket with water in the ocean. Plankton Water would look like regular water, but would look dirtier. Second, you need to place the plankton water somewhere. The minimum space for fish to be able to breed in plankton water should be a 1 x 1 block space, but one block down, so 1 x 1 x 2. Now you put two fish of the same type inside the plankton water, and after a while they should breed and create a pile of fish eggs below them in the water (this is why we need it to be 1 x 1 x 2, so there would be space for the eggs). After 10 minutes in real life, the eggs should hatch into 0-5 "baby" fish, which would eventually grow up. It will be rare to get 0 or 5 babies from one pile of eggs, uncommon for 1 or 4, but common for 2 or 3. Breeding salmon would be different, because right when salmon create the pile of salmon eggs, both salmon will die, but the eggs have a chance of creating 1-7 baby salmon.

I'm down for this because now that axolotls are coming. And I thought this: axolotls will be implemented as an endangered specie, so let's learn about their environment, their habits such as diet and behaviour, and how to breed them in order to repopulate them. So for this last thing, we're gonna need lots of tropical fishes, and not the dead ones that are easily obtainable from fishing, but the alive ones which spawn in the seas and are more tricky to catch (without mention that anyone needs to catch too many of them that way), but that may be a placing conditioner. So why not to breed all the fishes including the tropical ones and then using them for axolotls farms.

They need to allow tropical fish to breed for convenience of main base for breading axolotl. The pain to relocate base to be closer to catch more fish sometimes way not ideal and rime consuming. This is a must need game play convenience. but also like to see pet cages too to transport pets like fox or panda since the leads break in air. or birds can't keep up!
