Hi, can you explain what you're looking for this to do?

Are these mobs killed within a certain time frame?

    All time?

Without specifics, we are unable to guess what you mean and we can't take this to our team for consideration.

    Thanks.

I think this would apply to named mobs permanently and then all other mobs for a certain amount of time, with the more rare mobs staying longer

Now, this is a good idea, except soulsand contains souls. So maybe they could spawn on a new kind of soul fluid, like liquid soulsand. Then they would be able to crawl out of it. Otherwise, they would be trapped inside of soulsand for all eternity, until broken, then they could be released that way I guess. Ghosts wouldn't be able to be harmed, since they are already dead. They can't attack, so they would just set traps for the player that killed them. Entities cannot be haunted. They way the ghost would haunt the player is by making blocks fall on them, spawning anvils from the air, toggling doors, cutting redstone, and causing barriers to form in front of the player. The barriers would only last for one to three seconds. Depending on the ghost, other things could happen too. For witches, random dangerous potion effects would be applied to the player. For creepers, any TNT nearby would be detonated. For endermen, the player would be teleported one block in any direction, unless that space was taken. When skeletons are killed, no matter where they are, they would fall apart and come back together after a short time. Zombies would come back as zombified zombies, which are just zombies, but more decayed. This applies to all other zombie and skeleton variants. Sorry I said so much, hope this helps, and have a good day. (Edit) This would actually probably just be better as a mod.

Maybe they're like polietegrists. (Poli- noise, annoyance. Geist- ghost, ghoul.) They make noise, sound, and look like their normal selves, except they have more of an "OOOOOO" at the end, and are slightly transparent. They also watch you sleep and hover slightly off the ground, and make the same footstep sounds. (audio.)

ghost idea what if you can't see ghost they are invisible but if you use Soulfire light like Soulfire torches it makes invisible entities visible within range of the light.

maybe soulsand could be made into soulsandstone bricks that are like the nether fortress except in the soulsand valley and it makes it so any normal mob they is killed there creates a second ghost mob variant that you need to fight after it's been completely killed but it has to be killed while standing on soulsandstone and they drop double experience orbs.
this way of limiting it to the block it on, it's not just the entire biome but it's also a block that can be moved anywhere maybe with slick touch and maybe it's hard to craft like only by smelting it in a blasting furnace.

naturally only skeletons spawn in the Soulsand valley were the soulsandstone brick is so you would only usually see a skeleton ghost but theoretically if you put it in the overworld you could even have ghost cows pigs sheep etc.
and depending on the difficulty they would be hostile too so ghosts are just a challenge to any area.
    so
