    - Creepers already do that, I think.

    - Endermen take damage from water, so that idea makes no sense.

    - Your underwater skeleton idea is neat but not needed because we already have Drowned with Tridents.

    Also, since the acquatic update, skeletons can dive.

    Skeletons will have helmets Luke the drowned and will have kelp/other green plants around them.

    The ‘drowned skelleton’ will be covered in kelp, similar to the drowned. It will not have a bow and arrow but an unlimited supply of tridents. Only sometimes you will collect tridents. You will tend  To collect less bones from drowned skeletons than normal ones.

    The underwater skeleton should have a unique enchantment on its bow that allows it to shoot its projectiles more easily underwater - making it more rewarding to make a farm for them. Otherwise those arrows would look rather disappointing.

    Okay, what about a skeleton fisherman? They sink down, their bow is made of the same pieces used to make a fishing rod. They don't need to be dangerous, the oceans have plenty of that. Instead, they could attempt to pull our boats - and us - down into the water! They could spawn with chest boats sometimes!
