/difficulty command should be able to be used in a world with cheats disabled

This idea is pretty self-explanatory; that the /difficulty command should be able to be used in an anti-cheat world, where you can only use commands like /me, /seed, etc.

It makes sense, because you can already change your difficulty in the options menu (unless, of course, the difficulty is locked, where you won't be able to use the command.)

Also, you can't use this command on servers, obviously, because it would be a bit overpowered.

    This sounds more like something that should go in a bug report instead of a suggested feature.
