[Java Edition] Add more ChatColors or allow custom ChatColors

For a long time now, Minecraft has had only 16 ChatColors that are recognized by they client. I know that I would love to see either more colors added to the base game, or the ability for you to add your own chat colors using HEX or RBG Colors. I know for a fact that Java supports both of these and from what I have heard modders/developers say, Minecraft has support for it, but it only parses the 16 colors
